The Emergency Management for Dam Safety workshop outlines the process presented in the Technical Bulletin: Emergency Management for Dam Safety, including risk assessment, maintenance of readiness, response, and recovery. In addition, the workshop provides an understanding of the roles and responsibilities of the dam owner and stakeholders, focusing on the importance of community engagement and the ways to promote community resilience. Tools and examples of good practices are presented for preparing and maintaining Dam Emergency Plans and inundation maps, and determining activation levels for emergency response. The workshop is interactive with small group discussions and exercises that use a case study to illustrate key points.
Dam owners and operators of hydropower and mining facilities, and the consultants who provide services to the owners, will find this workshop particularly valuable. Regulators, emergency managers and communications professionals in communities that are potentially affected by a dam emergency will be interested in learning how they can work together with dam owners to enhance community resilience. The workshop is intended to meet requirements for continuing professional development.
Tony Bennett is recently retired from the position of Director of Dam and Public Safety for Ontario Power Generation, responsible for the Dam Safety Program covering dam safety, emergency management and public safety around dams, for a portfolio of 66 hydropower stations and 241 dams. During this time, he was involved in numerous dam safety reviews, failure modes analysis, emergency exercises, safety assessments and incident investigations.
Tony is Chair of the ICOLD Committee on Public Safety Around Dams, and CDA Working Groups on Emergency Management and Public Safety and a member of the CDA’s Dam Safety Committee. He is past President of CDA and the Engineering Institute of Canada. He has served on the Province of Ontario’s Advisory Panel on Dam Safety, and the CEATI Dam Safety Interest Group amongst other technical organizations.
Clare Raska brings the perspective of twenty years of experience as a senior engineer with British Columbia Hydro, including development of an innovative dam safety management system which has become recognized as leading practice. This included mapping of all processes, clarification of roles and responsibilities, maintenance of emergency plans, and designing a database to track dam safety issues and follow them through prioritization and decision-making to resolution.
Since 1995, Clare has been at the forefront of Canadian Dam Association (CDA) initiatives to develop and promote good guidance for Canadian dam owners, engineering practitioners and regulators in the safe management of dams. This has included a critical role in development and quality assurance of CDA’s Dam Safety Guidelines, as well as the Technical Bulletins on Dam Safety Reviews, Emergency Management, and Public Safety Around Dams. She has served on the CDA Board of Directors, including a term as President, and is an active member of the Dam Safety Committee, Professional Development Committee, and International Committees.
