The objective of the Dam Safety Review Workshop is to provide an overview of the process presented in
Technical Bulletin: Dam Safety Reviews (CDA 2016). The workshop outlines the steps that should be carried out
by a Dam Owner in preparation for a Dam Safety Review, the activities undertaken by the Review Engineer during
the process, and the need for follow-up by the Owner after the report has been delivered.
During the workshop, participants will work through exercises to understand:
• How to scope a Dam Safety Review
• What information is required to assess the safety of a dam
• How to approach the hazard-failure mode-control aspect of dam safety analysis
• How to present the findings in a manner that supports decision-making by the dam owner
Exercises are completed in small groups, allowing for significant discussion and peer learning among workshop
participants. Extensive course materials are provided for attendees to use during the workshop and keep for
future reference, including tools, examples and sample documents.
Who should attend?
The workshop is aimed at the dam owners, consultants and regulators – including both engineering and management staff - who want to gain a better understanding of good practice as described in CDA’s Technical Bulletin: Dam Safety Reviews.
Participants will gain an understanding of the roles and expectations of the Dam Owner and the Review Engineer, as well as the context of the Dam Safety Review within a dam safety program or management system. The workshop is intended to meet requirements for continuing professional development.
Marc Smith, Senior Principal Geotechnical Engineer at WSP Canada's Hydro and Dams Division, has 40 years of experience in embankment dam engineering. Formerly with Hydro-Québec, he contributed to the design, construction, and monitoring of major dams worldwide and led dam safety analyses across Canada, Latin America, Africa, and Asia.
Marc conducted research with Hydro-Québec's Research Institute with the Industrial Research Chair on Embankment Dams at Université Laval, where he is an Associate Professor. He lectures on dam engineering at École Polytechnique de Montréal and contributed to ICOLD Bulletin 164 as part of the European working group on internal erosion.
A Board member and International Committee Chair for the Canadian Dam Association, Marc has authored over 40 technical papers and actively promotes scientific careers. His contributions have earned recognition for both research excellence and community engagement.
Santiago Paz is a geotechnical engineer and senior dam safety advisor with the Alberta Energy Regulator. He has worked in the regulation of dams in the Province of Alberta, Canada, for over 18 years, including dams related to flood control and irrigation, and dams related to the extraction of energy resources such as tailings storage facilities in oil sands mining operations. Since the establishment of the Alberta Energy Regulator in 2013, Santiago has worked in the development and implementation of the Alberta Energy Regulator's dam safety program for the regulation of dams in Alberta. Santiago has been an active member of the Canadian Dam Association (CDA) for over 16 years. He is a former CDA Board member, as past Director for the Province of Alberta. Since 2011 he has been a member of the CDA Dam Safety Review Bulletin working group, the CDA Regulation of Dams Committee, and the Working group for the decommissioning of tailings dams. During this time, he has delivered workshops on the CDA Dam Safety Review Bulletin in Canada, Mexico, Peru, and Australia.
