Dam Safety Review Workshop – OWA/CDAThis one-day workshop will cover concepts and processes developed in the CDA’s Technical
Bulletin: Dam Safety Reviews.
Attendees will work through exercises to better understand how to scope a Dam Safety Review and learn what information is required to;
Printed course material is provided for attendees to use during the workshop and keep for future reference. Please note course materials do not include the Technical Bulletin. Tools and samples are also included. Exercises are completed in small groups, allowing for significant discussion and peer learning among workshop participants. The workshop is aimed at dam owners, consultants and regulators who want to gain a better understanding of good practice as described in the CDA’s Technical Bulletin: Dam Safety Reviews.
The objectives of the workshop are:
Exercises will be carried out to demonstrate a) the information required to assess the safety of a dam; b) a framework for considering hazards, failure modes, and controls; and c) the need for Dam Safety Review findings that support decision-making.

Richard is Hatch's Global Principal Consultant for Dams and Waterpower. He has a post-graduate degree in geotechnical/civil engineering and over 42 years of experience in all aspects of the design and construction of hydroelectric facilities, dams, underground structures and rock/overburden excavations. Two of the embankment dam designs Richard was involved were each awarded one of Canada's highest honors for consulting engineering. Richard has worked in 15 countries around the world, leading design studies and serving as Construction Manager for the implementation of varied heavy civil projects. He is also a recognized leader in the field of dam safety and risk informed decision making. He has carried out more than 300 dam safety and due diligence assessments for individual dams and entire hydroelectric facilities and has assisted a number of international organizations in the development of dam safety guidelines and regulations. Richard has received six national consulting engineering awards for his work on dam safety and two awards for innovation from the Ontario Waterpower Association. In 2013, Richard was awarded the Professional Engineer's of Ontario's medal for excellence in engineering. In 2018, he received the RR Dodokin Award from the Ontario Waterpower Association for his contributions to dam safety in Ontario. Richard has published over 100 technical papers and has received several awards for these articles.
Allan KirkhamAllan Kirkham is retired from Ontario Power Generation (OPG) where he was the Manager - Hydrotechnical Studies. He has over 34 years of specialized experience in hydraulic engineering of which over 25 years has been directly related to dam safety studies, including hazard classification, watershed modelling, hydraulic routing, inundation mapping, dam safety reviews and emergency planning and response. From 2002 to 2015, he managed a team of engineers and technicians performing dam safety studies and hydrometric investigations. He has contributed to or lead dam safety assessments and periodic review studies for more than 75 OPG sites. He has also contributed to the development and refinement of dam safety standards and guidelines for both OPG and the Canadian Dam Association.
Mr. Kirkham has been a member of the Canadian Dam Association (CDA) for over 25 years, including three terms on the Board of Directors. He is a recipient of the Peter Halliday award from CDA for volunteer contributions to the organization in the areas of conference organization and as editor of the CDA quarterly magazine “CDA Bulletin”. He has also been recently made a Life Member of the Association.
His extensive experience in all aspects of Dam Safety Reviews, including owner’s requirements, technical analyses, decision-making and implementation, allows him to provide a unique perspective on the dam safety review process.
